Home Investment Partnership Program (HOME)

The Department of Neighborhood and Business Development (NBD) awards HOME funding to agencies and organizations to:

  • Build new homes and fix-up existing properties
  • Help developers and non-profit housing organizations improve neighborhoods 
  • Fund projects that offer developer subsidies and direct homebuyer assistance

Who can apply?

Organizations and for-profit and not-for-profit developers. 

What kind of funding can I get through HOME?

Subsidies for construction costs in order to sell a home to an income-qualified homebuyer at market value. NBD offers these subsidies to eligible organizations through the developer assistance program. See the HOME income guidelines here(PDF, 391KB).

Development loans and deferred loans for the construction and rehabilitation of affordable rental housing. NBD may use funds to help both for-profit and not-for-profit developers. See HOME rent limits here(PDF, 344KB).

Note that these grants are for organizations and agencies. Residents don’t apply for them directly. If you or your family need support, you can:

How do I apply?

Fill out the NBD project assistance application here(PDF, 217KB) and submit it to NBD along with any required documents.

NBD will review the application and determine:

  • If the project fits within a neighborhood block plan or a key housing strategy identified in Syracuse’s Housing Plan
  • The financial viability of the project including a subsidy layering analysis, determining if other funding sources are sound commitments, and determining what resources are needed to bring the project to completion
  • Determining if there are other sources of funding (outside of the HOME program) that would be better suited for this development.

What’s the timeline?

There’s no specific deadline — instead, there’s a rolling application process throughout the year.
