Our mission is to provide leadership, guidance, and efficient services that promote harmonious labor relations and diversity as a means to enhance opportunities for city employees and create a safe and healthy work environment. We strive to:

  1. Provide efficient and courteous personnel services to the general public, active and former employees, and their family members.
  2. Negotiate fair and reasonable successor labor agreements with our 9 bargaining units without overburdening City taxpayers.
  3. Formulate, disseminate, and carry out policies and procedures consistent with various labor agreements and in accordance with applicable federal, state, and local statues.
  4. Preserve management rights.
  5. Promote harmonious labor-management relations to enhance employee morale, motivation, and productivity.
  6. Investigate employee and union complaints and resolve conflicts to avoid costly legal disputes or arbitration hearings.
  7. Coordinate employee benefit programs available to active and former employees as well as their eligible family members.
  8. Create a safe work environment that utilizes the full potential of all members of our diverse workforce.
