Disabled Parking Permits and Meter Waivers

If you have a disability, you can apply for a:

  • Permit to park in disabled spaces (which you hang from your rearview mirror when you’re parked).
  • Parking waiver, so you don’t need to pay at parking meters.
  • New York State disbaled license plate (if you have are perminately disbabled).

Your health care provider will need to diagnose you and help fill out your application for these permits.

You may have a severe disability if you:

  • Have limited use of your legs
  • Can’t walk 200 feet without stopping
  • Have certain health conditions that affect the heart, lungs, joints, and brain

How to get a disabled parking permit

  1. Print out the application or call us at (315) 448-8600 to have one mailed to you.
  2. Fill out the first part of the application on your own.
  3. Bring the application to your doctor (or health care professional) and ask them to fill out the second portion of the application. 
  4. Submit your application in person to the Central Permit Office, located on the first floor at One Park Place, 300 South State Street. Do not go to the DMV.

Visitor Entrance and Parking Information: 

The Central Permit Office main entrance is located on the south side of the building, on East Onondaga Street. Limited off-street parking is available for visitors at the One Park Place Parking Lot, located at 343 East Onondaga Street.

Notice:

  • If your parking permit has been lost or stolen, you may come in person to replace the tag. Only ONE reissue is allowed before you are required to fill out a new application. When visiting the Central Permit Office, you will be asked to fill out a Police Report for your lost/stolen tag.
  • If your permit has been confiscated for misuse, we will NOT replace your tag. Please use the tags as directed to prevent confiscation. 

 


How to get a parking waiver

If using a parking meter is difficult and you are severely disabled, you can apply for a parking waiver so you don’t have to use them. To get one:

  1. Print out this application
  2. Submit your application at our office in person on the 1st floor of One Park Place, 300 South State Street. Do not go to the DMV.

How to get a New York State disabled license plate

If your doctor has identified you as permanently disabled you have the option to apply for a NYS issued license plate that permits you to park in disabled parking spaces. To apply for a license plate:

  1. Print out this application or call us at (315) 448-8600 to have one mailed to you.
  2. Fill out the first part of the application on your own.
  3. Bring the application to your doctor (or health care professional) and ask them to fill out the second portion of the application. 
  4. Submit your application at any New York State DMV office. Do NOT visit the Central Permit Office at One Park Place.
