Federal Block Grant Funding

The City of Syracuse receives Federal Block Grant funds from the U.S. Department of Housing & Urban Development (HUD). Each program year, the Department of Neighborhood and Business Development uses these funds to support agencies that help residents and families in Syracuse through neighborhood revitalization efforts, economic development, and improving community facilities and services. This funding includes the following grants:

  • Community Development Block Grant (CDBG) 
  • Emergency Solutions Grant (ESG)
  • Home Investment Partnership Program (HOME)  

Please note that we don’t offer funding directly to residents. Instead, we fund agencies that offer programs that help residents and families in Syracuse.

Five Year Consolidated Plan

Every five years, the Department of Neighborhood and Business Development creates a Five-Year Consolidated Plan documenting the City's housing and community needs to help inform funding and program priorities.

Annual Action Plan

The Annual Action Plan describes and outlines how the City will allocate Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Partnership Program (HOME) funds for the upcoming program year. 

Consolidated Annual Performance and Evaluation Report (CAPER)

The CAPER reports on the City’s performance of its Annual Action Plan for CDBG. ESG, and HOME funds.
