The City of Syracuse, under Title VI of the Civil Rights Act of 1964 and related statutes, ensures that no person in the City of Syracuse, on the grounds of race, color, or national origin, shall be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity it administers.
The City of Syracuse further assures every effort will be made to guarantee non-discrimination in all of its programs, activities, and services, whether those are federally funded or not.
Title VI Program Plan
On August 14, 2025, the City of Syracuse formally adopted the City’s Title VI Program, as mandated by the federal government. This living document will continue to be updated, to reflect evolving equity priorities.
The City publishes its Title VI Public Notice annually. This notice explains rights under Title VI and how to request language assistance services.
These procedures outline how the City of Syracuse receives, investigates, and resolves Title VI complaints.
Any person who believes they have been discriminated against based on race, color, or national origin may file a Title VI complaint. Complaints must be filed within 180 days of the alleged act.

Upon receipt, the Title VI Coordinator will:
- Acknowledge receipt in writing.
- Determine jurisdiction within 10 business days.
- Investigate all in-jurisdiction complaints promptly.
- Provide a written notice of findings upon completion.
Complaints outside the City’s jurisdiction will be referred to appropriate agencies (e.g., New York State Department of Transportation, Federal Transit Authority).
