Rental Registry: A certification required for property owners of one or two-unit rental properties in the city of Syracuse to ensure tenants are living in rental units that are safe, healthy, and up to code.
Certificate of Compliance: A certification required for property owners of multiple dwelling (three or more-unit) rental properties, mixed-use structures, inns, dormitories, and Greek housing in the city of Syracuse to ensure tenants are living in rental units that are safe, healthy, and up to code.
Valid certificates for Rental Registry and Certificate of Compliance indicate a passing interior and exterior inspection occurred prior to issuance. For properties with 5 or fewer units, these inspections also include a visual assessment for lead-based paint hazards.
Code Violation: An infringement of any local and state laws, codes, or ordinances pertaining to housing, building, and property standards.
Unfit Premise: A property designated unfit for human habitation, dangerous to human life, and/or detrimental to health due to structural deficiencies as defined by the City of Syracuse Property Conservation Code and the Property Maintenance Code of New York State.
Syracuse Property Conservation Code (SPCC): local code established to provide basic and uniform standards and requirements governing the condition, occupancy, and maintenance of all premises in the city of Syracuse, including all buildings and structures erected thereon and the responsibilities of every person concerned therewith.
