We want to ensure tenants live in safe and healthy housing. The 'Look Before You Rent' map below is a property information tool for the community to learn more about rental properties in Syracuse. Search by address or neighborhood to see a property’s status on Rental Registry, Certificate of Compliance, and code violations.

How to Use

Step 1.Begin Search

Click or tap outside the pop-up box to begin your search.

Step 2.Find a Property

Search by address or neighborhood to find a property. When searching by address, click on the search result to zoom in on the property. When searching by neighborhood, find a neighborhood using the drop-down selection and use the plus / minus (+ / -) signs on the left-hand side of the map to zoom in and out. 

Step 3.Select Property

Click on the parcel or property outline to view the property’s status on Rental Registry, Certificate of Compliance, and code violations. From here, you can also see the area in Google Street View and get additional property history. 

Step 4.View Additional Neighborhood Information

Click on the 'Map Layers' icon Map Layer Icon.png to select and view neighborhood information including Common Council districts, vacant properties, bicycle and bus routes, bus stops, schools, and parks.

Definitions

Rental Registry: A certification required for property owners of one or two-unit rental properties in the city of Syracuse to ensure tenants are living in rental units that are safe, healthy, and up to code.

Certificate of Compliance: A certification required for property owners of multiple dwelling (three or more-unit) rental properties, mixed-use structures, inns, dormitories, and Greek housing in the city of Syracuse to ensure tenants are living in rental units that are safe, healthy, and up to code.

Valid certificates for Rental Registry and Certificate of Compliance indicate a passing interior and exterior inspection occurred prior to issuance. For properties with 5 or fewer units, these inspections also include a visual assessment for lead-based paint hazards.

Code Violation: An infringement of any local and state laws, codes, or ordinances pertaining to housing, building, and property standards.

Unfit Premise: A property designated unfit for human habitation, dangerous to human life, and/or detrimental to health due to structural deficiencies as defined by the City of Syracuse Property Conservation Code and the Property Maintenance Code of New York State.

Syracuse Property Conservation Code (SPCC): local code established to provide basic and uniform standards and requirements governing the condition, occupancy, and maintenance of all premises in the city of Syracuse, including all buildings and structures erected thereon and the responsibilities of every person concerned therewith.

IPMC: Internation Property Maintenance Code

PMCNYS: Property Maintenance Code of New York State

FCNYS or NYSFC: Fire Code of New York State

SGOC: Syracuse General Ordinance Code

SPCC: Syracuse Property Conservation Code

SZC: Syracuse Zoning Code

PCNYS: Plumbing Code of New York State
