NOTICE IS HEREBY GIVEN:
The City of Syracuse Department of Neighborhood & Business Development (NBD) has released the Draft Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 51 (2025-26) Federal Block Grant funding.
The Draft CAPER reports on the City’s performance of its Annual Action Plan for grants received from the U.S. Department of Housing and Urban Development (HUD) and used to address Syracuse’s housing and community development needs. The Draft CAPER is now available for download and review here(PDF, 3MB).
15 Day Public Comment Period
As part of our Citizen Participation Plan outlining how we inform and involve citizens in our budgeting process and funding practices, NBD will accept comments from the public for a period of 15 days. The public comment period begins Tuesday, June 23, 2026, and ends Friday, July 10, 2026. All comments will be accepted for consideration. The final version of the PY51 CAPER will include all comments received by NBD.

Public Meeting
NBD will hold a public meeting to report on the performance of the Year 51 Action Plan and receive public comments on Monday, July 13, 2026, at 5:30 p.m. in the Common Council Chambers, City Hall, 233 E. Washington St., Suite 314, Syracuse, NY 13202. Individuals planning to speak at the meeting are asked to provide a written copy of their comments upon arrival.
Accommodations for persons with disabilities or non-English speaking persons are available upon request by calling 315-448-8100 at least two days ahead of the scheduled meeting.

Program Information
The City allocates Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Home Investment Partnership Program (HOME) funds annually to support services that address community development, housing, and human services needs identified in its Five-Year Consolidated Plan.
The Annual Action Plan is created to outline specific programs and funding priorities for each program year within the five-year period. The City releases the CAPER annually at the end of each program year to report on accomplishments and progress towards achieving the goals identified within the corresponding Annual Action Plan and overarching Five-Year Consolidated Plan.
