TYPE OF NOTICE: Public Comment Period
NOTICE IS HEREBY GIVEN:
The City of Syracuse Department of Neighborhood & Business Development has released its Draft Annual Action Plan for Program Year 52 (2026-27) Federal Block Grant funding from the U.S. Department of Housing and Urban Development (HUD) for public comment and review.
The Action Plan describes and outlines how the City will allocate Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Partnership Program (HOME) funds to address Syracuse’s housing and community development needs, goals and objectives as determined by the City and its citizens for the upcoming program year. The draft document can be viewed here.
30 Day Public Comment Period
The release of the draft action plan marks the beginning of the formal public comment period. Public comments will be accepted from Wednesday, February 4 until Friday, March 6 at 11:59 pm. All comments will be accepted for consideration in the final version of the plan approved by the Syracuse Common Council. Comments may be submitted electronically or in writing and directed to:

Public Meeting and Public Hearing
NBD will host a public meeting to hear comments on the draft action plan on Tuesday, February 10, 2026, at 5:30 p.m. in the Common Council Chambers, City Hall, 233 E. Washington St., Syracuse, NY 13202. Individuals planning to speak at the meeting are asked to provide a written copy of their comments upon arrival. The meeting will be livestreamed and made available at youtube.com/cityofsyracuse.
The City of Syracuse Common Council will also host a second in-person public hearing to accept public comments on the draft plan at a date and time to be determined by the City Clerk.
Accommodations for persons with disabilities and interpretation services to meet the needs of non-English speaking persons are also available upon request.
