PUBLIC NOTICE: Department of Neighborhood and Business Development 

TYPE OF NOTICE: Public Comment Period 

NOTICE IS HEREBY GIVEN: 

The City of Syracuse Department of Neighborhood and Business Development (NBD) has submitted legislation to amend Ordinance 417-2025 to reflect the following proposed amended budget for the 2025 Annual Action Plan (May 2025 – April 2026) that was approved by HUD in Summer 2025.

As a result of the Program Year 51 HUD Grant Agreement compliance requirements, CenterStateCEO has forfeited their grant award ($33,430) and PEACE, Inc. has requested an amendment to their proposed project ($63,352). With these two changes, the city is required to adjust the Program Year 51 budget by $96,782. 

NBD staff is proposing a Substantial Amendment with the following changes to the 2025-2029 Consolidated Plan and 2025 Annual Action Plan:

  • The $33,430 award forfeited by CenterState CEO be awarded to Home HeadQuarters for the Urgent Care Program

30 Day Public Comment Period

The release of the Public Notice marks the beginning of the formal public comment period. Public comment submissions regarding the amendment will be accepted until Wednesday, April 8, at 11:59 pm.

All comments will be accepted for consideration in the final version of the amendment approved by the Syracuse Common Council. Comments may be submitted electronically or in writing and directed to:

Public Meeting and Public Hearing

The Department of Neighborhood & Business Development will additionally hold a public meeting to allow interested stakeholders to submit comments in person on Wednesday, March 25, 2026, from 5:30-6:00pm in the Common Council Chambers at City Hall.

The City of Syracuse Common Council will also hold a subsequent in-person Public Hearing to accept public comments on the amended plan at a date and time to be determined by the City Clerk.

Accommodations for persons with disabilities and interpretation services to meet the needs of non- or limited-English speaking persons are available at both meetings upon request.
