PUBLIC NOTICE: City of Syracuse Department of Neighborhood and Business Development

TYPE OF NOTICE: Request for Proposals

NOTICE IS HEREBY GIVEN:

The Department of Neighborhood & Business Development (NBD) is accepting applications for Program Year 53 (May 1, 2027 - April 30, 2028) Entitlement Grants from the U.S. Department of Housing and Urban Development (HUD). The City allocates Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Home Investment Partnership Program (HOME) funds annually to support services that address housing needs identified in the City of Syracuse.

Applications will be accepted through October 26, 2026, by 6:00pm.

The City of Syracuse Entitlement Grant applications are available through the City of Syracuse’s OpenGov portal. Applicants are asked to register on the OpenGov portal at https://procurement.opengov.com/portal/syrgov and direct links to the RFPs can be found at:

Neighborhood & Business Development (NBD) staff will hold a technical assistance webinar on Thursday, October 8, 2026, at 9:00am. Call details can be found at the link below. Neighborhood and Business Development Staff will also be available to meet with applicants by appointment October 5th – October 9th for one-on-one sessions via Microsoft Teams. These sessions are designed to answer RFP questions, address concerns prior to submitting a completed RFP application, or answer technical questions about the OpenGov portal.

We would like to take this opportunity to introduce you to our new Director of Neighborhood Grants, Jill Ferguson. Jill joins Neighborhood Grants with over twenty-five years of strategic planning, organizational development, cross-sector partnership, and community-engaged work. Most recently she served as the Director of Research Services in the Office of Research at Syracuse University.

We would also like to take this opportunity to introduce you to our new CDBG Program Administrator, Aneesah Evans. Although she is new to Neighborhood Grants, Aneesah has spent the last several years working at the City of Syracuse, most recently as Program Manager with the Mayor's Office to Reduce Gun Violence.
