Job Description

The work involves responsibility for performing a variety of complex, administrative and technical duties to assist the Deputy Director of Financial Operations in the efficient and effective operation of the department. The work entails responsibility for department personnel matters, budget administration and for the coordination and oversight of applicable administrative divisions and programs. Supervision is exercised over several professional, clerical and other support staff. Assignments are received from the Deputy Director, and performance is reviewed through weekly meetings and daily communication. A considerable amount of flexibility is allowed for the exercise of independent judgment in implementing and carrying out various plans and programs. Incumbents must successfully pass a background check. Does related work as required.

Typical Work Activities

  • Oversees and maintains budgets for departments; prepares budgets and forecasts.
  • Oversees and maintains billing for fiscal programs.
  • Oversee fiscal side of Contract administration.
  • Supervises the recordkeeping and required fiscal reporting for State and/or Federally funded or agency programs by interpreting guidelines, monitoring schedules and reports, and providing advice and guidance.
  • Analyzes workload to determine optimal departmental structure and assists with reorganization based upon that analysis.
  • Supervises and participates in the control and preparation of financial records, statements and reports.
  • Allocates costs and state aid.
  • Supervises, assigns work to, reviews and evaluates the work of functional area supervisors as well as subordinate clerical, cash office, payment, grants, requisitioning and claiming staff.
  • Liaises with staff in departments and with state agencies in the performance of fiscal duties.
  • Reconciles revenue accounts and other financial funds.
  • Authorizes claim payments, approves reimbursements and expenditures.
  • Attends CNY County Fiscal Officers Group Quarterly Meetings.

Knowledge, Skill, and Abilities

  • Thorough knowledge of accounting and auditing theories, principles, techniques and procedures.
  • Good knowledge of principles and practices of budget preparation and administration.
  • Good knowledge of principles and practices of management techniques, procedures and methods.
  • Good knowledge of principles and practices of supervision.
  • Analytical skills.
  • Ability to gather, assemble and analyze facts and draw conclusions.
  • Ability to express oneself clearly and concisely, both verbally and in writing, and to be able to compose, maintain and interpret a variety of written material.
  • Ability to plan and supervise the work of staff in a manner conducive to full performance and high morale
  • Ability to plan, organize and coordinate the work of subordinates.
  • Ability to deal effectively with technical personnel, government officials, elected officials and them public on all matters related to the department's responsibility. Strong business acumen, and attention to detail

Minimum Qualifications

Promotional

  • Two (2) years of permanent competitive class status as a Fiscal Officer, Budget Analyst III or Program Analyst.

Open Competitive

  • A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s Degree in business administration or public administration or a closely related field and two (2) years of professional level work experience, or its part time equivalent, in personnel administration, business administration or public administration; or,
  • B) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate Degree in business administration or public administration or a closely related field and four (4) years of professional level work experience, or its part time equivalent, in personnel administration, business administration or public administration; or,
  • C) Eight (8) years of paraprofessional or professional level work experience, or its part time equivalent, four (4) years of which must have been in a professional level capacity in personnel administration, business administration or public administration
