Job Description
The U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of Syracuse is annually awarded CDBG funding to support these activities. The CDBG Administrator is responsible for contract compliance and reporting as required by the CDBG regulations, assisting with the development of the Five-Year Consolidated Action Plan, the Annual Action Plan, and Consolidated Annual Performance Evaluation Report (CAPER). The Program Administrator will develop positive relationships and work collaboratively with local subgrantees, the Onondaga County Department of Social Services-Economic Security, and housing agencies and developers. The Program Administrator will communicate on a confidential capacity regarding program execution and performance, in addition to, providing candid assessments to the Director of Neighborhood Grants Administration, Deputy Commissioner of Neighborhood Development, and Commissioner. The incumbent reports to the Director of Neighborhood Grants Administration and supports the Guiding Principles of the City of Syracuse.
Typical Work Activities
- Monitor and ensure compliance with all applicable grant regulations and performance requirements for funded programs
- Work with funded agencies to develop, reach and/or maintain performance targets based on program type
- Monitor subgrantee’s performance, track and maintain activity data, and evaluate program outcomes
- Provide technical assistance to subgrantees based on activity data and monitoring reports
- Ensure subgrantee program data is reported accurately and timely in accordance with established procedures
- Participate in the annual Request for Proposal (RFP) process by preparing the application, reviewing the submitted applications and working with the Risk Analysis Committee (RAC) and NBD staff in making funding decisions.
- Review funded agency vouchers to ensure for allowable activities and process according to city payment protocols
- Serve as primary liaison with HUD for the City CDBG Program, including maintaining relationships with HUD Field Office and technical assistance agencies to communicate issues or concerns and work towards quickly resolving issues.
- Convene quarterly check-ins and monitoring with awardees as required
- Complete required trainings, including those associated with grant compliance.
- File reports and respond to requests from regulatory agencies and other partners as necessary
- Ability to deal courteously and diplomatically with the general public.
- Ability to communicate clearly and concisely, orally, graphically, and in writing.
- Ability to obtain and maintain required HUD authorizations.
- Provide grant administration support for other grants within the Neighborhood Grants portfolio on an as-needed basis
- Performs additional duties as assigned.
Knowledge, Skills, and Abilities
- Ability to organize, prioritize, and complete multiple assignments efficiently in a fast-paced environment while meeting established deadlines.
- Ability to manage projects and grant-funded programs involving multiple stakeholders, constituencies, departments, agencies, and community partners.
- Knowledge of grant administration, grant compliance, reporting requirements, and funding regulations.
- Ability to establish and maintain effective working relationships with City staff, nonprofit organizations, service providers, community groups, and the public.
- Ability to communicate effectively, both orally and in writing, and prepare clear and concise reports, correspondence, grant documents, and presentations.
- Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.
- Knowledge of grant management software and related systems is desirable.
- Attention to detail, initiative, flexibility, sound judgment, and strong organizational skills.
Minimum Qualifications
Bachelor's degree in a field related to public administration, community development, grant administration, nonprofit management, business administration, social services, or a closely related area; OR an equivalent combination of education and related experience.
