Job Description
The work involves responsibility for inspecting the more difficult and complex phases of City municipal construction to provide the liaison overview and engineering coordination of all aspects of the contract work. An employee in this class investigates and verifies through on-site inspections that contractors are using materials and performing work according to plans and specifications including coordinating the work of multiple contractors, construction by various City departments and construction by public utility companies. The employee also has responsibility for cost estimates of new project designs and for the review of preliminary phases and project changes of the work. General supervision is received from the City Engineer who allows the incumbent latitude for independent judgment in areas of concern and responsibility with broad discretion allowed for decisions made in the field. General supervision is exercised over a small number of construction inspectors and/or sub-professional engineering staff. Does related work as required.
Typical Work Activities

Performs the more difficult inspections such as large construction projects, difficult inspection problems or when dealing with various city departments or public utility companies.

Inspects all phases of construction to ensure that proper and acceptable materials are being used and work is being performed according to plans and specifications such as the installation of concrete or asphalt fixtures, special concrete structures, gunite rehabilitation and sewer main connections.

Coordinates the work of multiple contractors, construction by various City departments and construction by public utility companies.

Works with contractor, contractor's representative/supervisor, public utilities' engineering staff and other public agencies in the review of plans and related documents for any special needs or concerns.

Makes "as-built" drawings and plans and profiles graph paper as job progresses for a permanent record of actual installation.

Performs slump tests on concrete and performs air and water leakage tests on sewer and manholes; verifies and confirms tests done by others such as compaction on sub-soils, cylinder on concrete and air in concrete and prepares records of such.

Prepares payment estimates and reviews payment requests submitted by contractors; reviews cost estimates of new project designs.

Reviews and comments on new project documents to assist the City Engineer in planning.

Checks for possible hazardous conditions during construction.

Plans, schedules and supervises the work of construction inspectors and/or sub-professional engineering staff while in the field.

Works with Project Engineer and on-site contractor to resolve problems that occur unexpectedly; assists contractor in project layout.

Documents unusual happenings that may create future problems.

Maintains records of amounts, measurements and stations where material was used.

Itemizes materials, supplies and equipment needed for construction projects.

Reviews and submits subordinate employees' timesheets.

May verify construction lines or grades in the field.

May aid contractors by setting line and grade stakes when a surveying crew is not available.

Maintains records and may prepare reports as needed.
Minimum Qualifications
- Promotional: One (1) year of permanent competitive class status in the title of Construction Inspector I
- Open-Competitive:
- A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in engineering science, engineering technology, construction technology or architecture; or
- B) Four (4) years of work experience, or its part-time equivalent, in civil engineering, construction contracting, building trades, building construction or repair or a closely related field, one (1) year of which must have been in construction inspection or construction management including the review of contracts and specifications; or
- C) An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
