Job Description
The work involves responsibility for designing, developing, managing and administering Geographic Information Systems and related mapping projects for the Office of Analytics, Performance, and Innovation for the City of Syracuse. Work is performed closely with departmental staff, City and County agencies and municipalities to develop a program that will benefit a wide range of users. Supervision is received from the Director of Analytics and Data Management who allows the incumbent wide latitude for the exercise of independent judgment and initiative in managing the GIS program. The employee may be responsible for supervision of a small number of professional Geographic Information Specialists. Does related work as required.
Typical Work Activities
- Coordinates GIS activities within the City of Syracuse and establishes, maintains, and manages relationships with departments, offices, and external City partners around GIS technology
- Develops and prioritizes the annual work plan to address user needs, plans and objectives; develops plans and policies that guide the long-term direction of the program and develops and forecasts GIS budget needs
- Develops system standards, governance policies, and security for the GIS organization
- Maintains and updates GIS databases and systems
- Designs, maintains and performs ongoing development to the Citys GIS organization including, but not limited to, documentation, server configuration, enterprise architecture settings, and GIS database connections
- Designs and creates databases and map coverage for spatial analysis of data for City and County departmental and municipal use
- Provides interdepartmental and municipal technical assistance by assessing the needs of both County and City departments and municipalities and by designing applications and providing specifications for hardware and software for specialized applications
- Reviews and updates hardware and software to make optimal use of technology developments, maintain the viability and effectiveness of systems, and minimize interruptions to City services
- Designs and produces specific technical studies, as directed
- Provides technical GIS support and guidance to users
- Trains and onboards new GIS users
- Manages workflows
- Assigns roles to users, manages licenses, and monitors member activity.
- Works with remote sensing technology to generate new data for application
- Informs and advises City and County departments on potential applications for their departments
Minimum Qualifications
- Promotion: 3 years of permanent competitive class status in the title of Geographic Information Systems Specialist or 1 year of permanent competitive class status in the title of Geographic Information Systems Specialist II
- Open Competitive:
- Graduation from a regionally accredited college or university with a baccalaureate degree in Geography, Urban Planning, Architecture, Landscape Architecture, Engineering, Environmental Studies or a closely related field and three (3) years of professional level work experience, or its part time equivalent, maintaining and modifying a Geographic Information System; or
- An associates degree in Geography, Urban Planning, Architecture, Landscape Architecture, Engineering, Environmental Studies or a closely related field and five (5) years of professional level work experience, or its part time equivalent, maintaining and modifying a Geographic Information System; or
- Completion of 9 semester credit hours in Geographic Information Systems from a regionally accredited college or university
