Job Description
The work involves responsibility for enforcing compliance with the City of Syracuse’s Right of Way (ROW) Ordinance to protect and maintain the integrity of City infrastructure. The incumbent ensures that all street excavation, restoration and right-of-way activities comply with City regulations, industry standards and contractual obligations. The position monitors refundable and non-refundable permit fees, ensuring they reflect the actual impact of construction and ROW disturbance. The position also enforces compliance with restoration requirements, ensuring that any person conducting work in the ROW restores streets, sidewalks and other public grounds to City standards. The position will work closely with contractors, utility companies and City departments to enforce compliance, coordinate inspections and recommend enforcement actions, such as stop-work orders and fines. General supervision is received from the Commissioner of the Department of Public Works. The incumbent has latitude for independent judgment in enforcement and compliance matters. Supervision is not a function of this class. Does related work as required.
Typical Work Activities
- Enforces compliance with the City’s Right-of-Way (ROW) Ordinance by monitoring and inspecting road restoration activities.
- Tracks, collects and maintains records of all refundable and non-refundable permit fees related to ROW construction and restoration.
- Updates ROW permit fees based on actual construction impacts and right-of-way disturbances.
- Reviews and verifies ROW permit applications and supporting documentation for compliance with City ordinances and construction standards.
- Coordinates inspections of ROW restoration projects, ensuring work adheres to City specifications and industry best practices.
- Works with contractors, public utility companies and other City departments to address and correct violations.
- Documents ROW violations, maintains enforcement records and assists in the resolution of disputes between contractors and the City.
- Recommends enforcement actions, including penalties, fines and stop-work orders, to the Commissioner of the Department of Public Works, based on non-compliance findings.
- Assists in developing and updating ROW policies and procedures to enhance compliance and enforcement efficiency.
- Calculates refundable fees allowable to permit holders who have followed the 12-month warranty period, ensuring compliance with City regulations.
- Prepares reports and recommendations for the Commissioner of the Department of Public Works regarding compliance trends, enforcement actions and permit fee adjustments.
Knowledge, Skill, and Abilities
- Working knowledge of the use and function of data entry equipment and its relation to a computer database.
- Working knowledge of agency policy governing the entry of data.
- Ability to manipulate an alphanumeric keyboard on a variety of data entry equipment with a high degree of speed and accuracy.
- Ability to read and understand written information and directions provided in manuals and written procedures.
- Ability to make comparisons, identify and correct errors.
Minimum Qualifications
- A) Graduation from a regionally accredited college or university with a bachelor's degree in engineering science, engineering technology, construction technology, architecture or a closely related field; or,
- B) Four (4) years of work experience, or its part time equivalent, in civil engineering, construction contracting, building trades, building construction or repair, or a closely related field, one (1) year of which must have been in construction inspection, construction management or financial oversight of Right-of-Way-related fees and permits.
Special Requirement: Possession of a valid NYS Drivers' License appropriate to the vehicles being operated or otherwise demonstrate the ability to meet the transportation needs of the job.
