City of Syracuse residency is required for this position. If you are not a resident, you have six (6) months from your date of hire to establish residency.
Job Description
This position will work in the Digital Services Team and report to the Director of Digital Services. The incumbent will also work closely with the Office of Accountability, Performance and Innovation (API), Information Technology (IT), and the Chief Information Officer.
This position will focus on modernization of City technology with a key focus on providing better services and accessibility to the community as well as staff work efficiencies. The incumbent will assist with managing existing and planned software upgrades and implementations in multiple departments. Does related work as required.
Typical Work Activities
- Support meetings with potential partners regarding consolidation of IT services.
- Create project plans for migration of IT services and future modernization efforts including prioritization and timelines for each project.
- Develop training and requirements documentation for software conversions and execute training where required.
- Actively manage project risks and compliance requirements.
- Manage software implementation and upgrades to include parking enforcement, workflow management and time and attendance platforms.
- Collaborate and communicate with diverse internal and external stakeholders.
- Other duties as assigned.
Knowledge, Skills, and Abilities
- Good knowledge of business analysis competencies.
- Good knowledge of the current principles and accepted practices of office management and public administration.
- Ability to establish and maintain an effective working relationship with a variety of governmental agencies, private developers, internal departments and the public.
- Good knowledge of managing detailed compliance requirements.
- Thorough knowledge of domain expertise, change management and accompanying methodologies.
- Working knowledge of writing RFPs and executing contracts with vendors.
Minimum Qualifications
Promotional:
- Two (2) years of permanent competitive class status in the title of Systems Trainer or three (3) years of permanent competitive class status in the title of Systems Training Assistant.
Open Competitive:
- A) Graduation from a regionally accredited college or university with a bachelor’s degree and two (2) years of professional level work experience in computer science, public administration or business administration, one (1) of which must have been in managing software implementation and a project management certification, such as Project Management Professional (PMP) or a similar project management certification.
- B) Four (4) years of paraprofessional level work experience in computer science, public administration or business administration, two (2) of which must have been in managing software implementation and a project management certification, such as Project Management Professional (PMP) or a similar project management certification.
