Job Description

Work involves responsibility for the coordination of systems information across an organization and facilitating the flow of information among business functions within the organization. This position requires strong organizational skills and interpersonal skills in order to relate Information Technology concepts, products and services to the organization’s user community. Work is assigned and reviewed by a direct supervisor through ongoing discussions. This position assigns personnel to projects and directs their activities; however, supervision is not a regular occurring function of this position. Does related work as required.

Typical Work Activities

  • Identifies, recommends and plans software implementation and systems enhancements. This includes identifying areas of improvement for security and data integrity purposes.
  • Coordinates and is responsible for the implementation of software systems, including enhancement of already implemented modules.
  • Maintains technical proficiency in current and new releases of software. Consults with users, management, vendors and technicians to assess computing needs and system requirements as they relate to software systems.
  • Stays up-to date on advancements in the latest security practices and protocols.
  • Conducts user meetings for implementation and enhancement processes.
  • Coordinates and/or facilitates work efforts between users and technical staff.
  • Assigns personnel to projects and directs their activities as they relate to the project.
  • Provides technical guidance and assistance to subordinates.
  • Develops, conducts and reviews test plans to provide quality assurance of new releases of software.
  • Develops and coordinates system configuration and administration including creating user accounts; assigning privileges, permissions, and access control roles; and periodic backup and system setup.
  • Troubleshoots with software vendors for user/system problem resolution.
  • Ensures compliance of IT policies and procedures (security, backup, access control, documentation, active directory, disaster recovery, etc.) in system implementation.
  • Meets with department heads, managers, supervisors, vendors, and others to solicit cooperation and resolve problems.
  • Develops ongoing needs assessment to identify type and content of required training.

Knowledge, Skills, and Abilities

  • Thorough knowledge of project management. This role will assist in managing project portfolios and is expected to assist with the adoption of agile methodologies.
  • Thorough knowledge of software principles and methods of application.
  • Strong understanding of data integration methods, including database and application-level storage.
  • Strong understanding of cloud computing technologies and services, preferably Microsoft Azure.
  • Strong vendor management skills.
  • Familiarity with systems design principles and the software development lifecycle.
  • Familiarity with computer programming fundamentals.
  • Familiarity with Microsoft’s Power Platform.
  • Good knowledge of systems analysis with emphasis on user relations and data gathering techniques.
  • Strong interpersonal and organizational skills.
  • Ability to express ideas clearly and concisely using strong written and verbal communication skills.
  • Ability to relate Information Technology concepts, products and services to the user community in a non-technical, understandable manner.
  • Excellent analytical and problem solving skills.
  • Good communication and presentation skills.
  • Ability to work on a team.

Minimum Qualifications

  • A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree or higher and four (4) years of work experience, or its part time equivalent, supporting software for an organization, at least two (2) years of which must have been in a project management; or,
  • B) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate’s degree and six (6) years of work experience, or its part time equivalent, supporting software for an organization, at least two (2) years of which must have been in a project management capacity; or,
  • C) Eight (8) years of work experience supporting software for an organization, at least two (2) years of which must have been in a project management capacity; or,
  • D) An equivalent combination of training and experience as defined by the limits of (A) or (B) or (C) above.
