Snow Priority Parking Enforcement
Parking compliance is an important factor in ensuring plows are able to clear roads after a snow event. If plows, City or private, are unable to move through a street because of illegally parked cars, both the quality and the efficiency of snow clearance will be negatively impacted.
The City takes the following measures to enforce parking:
- Police patrol high priority areas to ticket and, if necessary, tow illegally parked vehicles. Those areas include routes around hospitals and public safety buildings, steep hills, and streets with high rates of illegal parking in winter.
- Ticketing and towing illegally parked cars that block plows on narrow roads.
Residents are reminded to:
- Observe the odd/even parking restrictions on their street to make way for plows.
- Move vehicles from the street whenever possible during a significant snowfall.

Downtown Parking Restrictions
Seasonal odd and even parking restrictions in parts of downtown Syracuse are in effect between Nov 1 and April 1. On blocks marked with special signage, overnight on-street parking will alternate and be limited to one side at certain hours. This allows snow plows to effectively clear the streets unobstructed by parked cars between the hours of 10 p.m. to 6 a.m. and creates easier and safer access routes for vehicles and pedestrians throughout the business district during the winter season.
Signage marking the parking changes and listing the hours for alternate parking is in place in the following areas:
100 & 200 blocks Erie Blvd. E.
100 & 200 blocks E. Water St.
100 & 200 blocks S. Warren St.
300 & 400 blocks S. Warren St.
300 block of Montgomery St.
100 & 200 blocks Madison St.
100 & 200 blocks E. Jefferson St.
100 block of W. Jefferson St.
Registered vehicle owners found in violation of the restrictions will be subject to ticketing and towing.
