Mayor Walsh Appoints Evan Loving to Budget Director

Syracuse Mayor Ben Walsh announced the appointment of Evan Loving as Director of the Office of Management and Budget. As Director, Loving is responsible for developing and executing the City’s annual budget and Capital Improvement Program, and overseeing the activities undertaken by the Office of Management and Budget, Division of Purchase, and the Division of Equity Compliance and Social Impact. Loving will work in close coordination with the Office of the Mayor and the Syracuse Common Council. 

“Evan has dedicated his career to helping organizations maintain fiscal responsibility and accountability,” said Mayor Walsh. “He has demonstrated a strong understanding of the City’s budget priorities that will enrich his leadership of the Office of Management and Budget, and his extensive knowledge of and experience with the City’s budget and legislative processes makes him uniquely equipped to be director.” 

Loving previously served at the City from 2018 to 2020 as Special Assistant to Mayor Walsh, where he provided administrative and legislative support for the Mayor’s Office, including working with departments as they developed their budgets, engaging with Common Council and other government stakeholders, and providing policy and process improvement recommendations to the Mayor.  

Most recently, Loving was the lead strategist and consultant at Linnett Loving LLC. As lead strategist, Loving provided consulting services to local governments and non-profits related to organizational and project management, strategic planning, and community and stakeholder engagement. Previously, he was a Budget Analyst and then a Senior Management Specialist at Henrico County, Virginia where he managed department-wide operations within the Finance Department. 

Loving holds a Bachelor of Arts in Government from George Mason University, a Master of Public Administration from Virginia Commonwealth University, and a Juris Doctorate from the University of Richmond.
