The City of Syracuse proposes this project to improve mobility at the Regional Transportation Center (RTC) & Regional Market Area in the City of Syracuse and to increase safety for pedestrians and bicyclists who travel to the Regional Market, Regional Transportation Center, NBT Bank Stadium and Destiny USA from local neighborhoods.

The pedestrian facilities to the Regional Transportation Center and Regional Market area are intermittent and do not provide continuous and safe ingress and egress to the area. Key intersections and roadways surrounding this market include: 

  • Park Street at NBT Bank Parkway
  • NBT Bank Parkway at Tex Simone Drive
  • Hiawatha Boulevard at Park Street
  • Tex Simone Drive
  • Hiawatha Boulevard
  • Park Street
  • NBT Bank Parkway

At all these key intersections, there are no crosswalks or dedicated pedestrian signals for pedestrians to cross safely leaving pedestrians to cross without proper signaling or dedicated paths. Along the roadways there are no sidewalks or portions of sidewalks. roject is 80% federally funded and 20% state and city funded.

Existing Conditions

Existing conditions along Park Street include sidewalks and curb ramps in some areas, but conditions vary. Some sidewalks are uneven or poorly graded with drainage issues, and traffic signals are outdated and not fully ADA compliant.

Along NBT Bank Parkway, sidewalks and curb ramps are located on the west side and are generally in good condition. Tex Simone Drive does not have any pedestrian facilities.

Hiawatha Boulevard has sidewalks and curb ramps in some areas, but conditions vary. Some sidewalks are uneven or poorly graded with drainage issues, and traffic signals are outdated and lack proper pedestrian equipment.

What is Being Done?

The project involves:

Improving pedestrians and bicycle safety along Park Street, NBT Bank Parkway, Tex Simone Drive and Hiawatha Boulevard. The project will replace sidewalks and curbs, install ADA-compliant curb ramps, upgrade traffic signals and add shared-use paths for walking and biking. These improvements will create a safer, more accessible and maintainable transportation corridor for all users.

Maintaining Access & Property Impacts

All construction operations will occur during daylight hours.  Two-way traffic will be maintained, except for occasional short-term single lane traffic with flagger control during some specific construction operations. Where an existing sidewalk is closed for reconstruction, pedestrians will be routed to an ADA complaint route. Traffic access to businesses will be maintained at all times and efforts will be made to keep inconvenience to the public at a minimum.

There is no acquisition of property necessary for this project. All improvements will be constructed within the public highway right-of-way or within the Regional Market right-of-way. Releases for repairing driveway and sidewalk connections to abutting properties will be requested from owners before the beginning of the construction.

 

Anticipated Cost

Anticipated Costs The total project cost, including design engineering, construction, and construction inspection/administration, is anticipated to be approximately $1.05 million. This project is 80% federally funded and 20% state and city funded.
