The Former Syracuse Developmental Center campus redevelopment is a diverse development project that will feature multiple buildings accommodating a mix of uses, including apartments catering to various needs such as market-rate, workforce, and affordable housing. These will be situated on the northwestern part of the site. Simultaneously, a cutting-edge manufacturing facility and office space will be constructed on the southeastern portion of the property.
The project will be divided into phases, commencing with the demolition of the existing site followed by subsequent redevelopment efforts. Ritter & Paratore Contracting Inc. have a contract with the City to manage the demolition of a large structure and some other buildings. Demolition is scheduled to start in May and finish by the end of the year, happening in stages. C&S Companies, with their subconsultant Artic Enterprises, Inc., will monitor air quality during demolition to ensure safety. After demolition, the site will be restored, with completion expected in early 2025.
Site History & Existing Conditions:
In 2019, the City of Syracuse took possession of the 48-acre plot at 800-02 S. Wilbur due to prolonged tax delinquency. During this period of neglect, the site fell into disuse and suffered vandalism. Given the substantial environmental remediation required, repurposing the existing structures economically is unfeasible. Demolition of the existing structures on the site begins in Spring 2024. With municipal oversight, a remarkable opportunity emerges to establish a hub for inclusive economic development, promising fresh employment opportunities and providing high-quality, accessible housing options.
Ritter & Paratore Contracting Inc. have a contracted agreement with the City to oversee the demolition of the 660,000 square foot structure and several ancillary buildings on the premises. They initiated site mobilization on Monday, April 15, 2024, erecting project fencing and installing soil erosion and sediment control measures. The demolition of the buildings is slated to commence in May, unfolding in phases with an anticipated completion by year's end. C&S Companies, in collaboration with their subconsultant Artic Enterprises, Inc., will conduct air quality monitoring throughout the demolition process to ensure the safety of the site and its neighboring communities. Following the demolition, site restoration will ensue, with a projected completion date set for the beginning of 2025.
