NOTICE TO CONTRACTORS FOR
BID #25-240 EAST BRIGHTON AVENUE 2R PAVING PROJECT PIN 3756.80 

Sealed proposals will be received at Division of Purchase of the City of Syracuse, New York, 213 City Hall, Syracuse, New York, 13202, on May 6th 2025, for PIN 3756.80 East Brighton Avenue 2R Paving Project until 2:30 p.m. On the same day and immediately thereafter, the sealed proposals will be opened and publicly read by the Director of the Office of Management & Budget, Division of Purchase of the City of Syracuse, New York. 

The project provides for the rehabilitation of East Brighton Avenue and East Seneca Turnpike (NY Route 173) between Thurber Street and the City Limit in the City of Syracuse. The total length of the project is approximately 6,336 (1.2 miles), excluding the interchange of Interstates I-81 and I-481, which is currently under construction as part of the New York State Department of Transportation I-81 Viaduct Project. The project includes milling and paving of the roadway surface with areas of full depth reconstruction; curbing, sidewalk, driveway work; drainage system improvements; new and replacement traffic signal installation; landscaping; and upgrades to signs and pavement markings. 

There is a Disadvantaged Business Enterprise (DBE) participation requirement for this project of 5%. The affirmative action goals include a minority utilization of 3.8% and utilization goal of 6.9% for women. 

Sets of plans and specifications for the work under this contract shall only be obtained from the Director of the Office of Management & Budget, Division of Purchase upon deposit of a new check or money order in the amount of $100.00, payable to the Commissioner of Finance of the City of Syracuse. Checks transferred from other jobs will not be accepted.

Each bid must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum bid price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Information for Bidders.
