NOTICE TO CONTRACTORS FOR BID #26-162
CITY OF SYRACUSE DEPARTMENT OF WATER
LEAD SERVICE LINE REPLACEMENT – PHASE 1
Sealed proposals will be received at Division of Purchase of the City of Syracuse, New York, 213 City Hall, Syracuse, New York, on Tuesday, November 4, 2025, until 2:30 p.m. for Bid #26-162 Department of Water Lead Service Line Replacement Phase 1 project. On the same day and immediately thereafter, the sealed proposals will be opened and publicly read by the Director of the Office of Management & Budget, Division of Purchase of the City of Syracuse, New York.
The work for Contract No. 1 includes but is not limited to:
- Replacement of 1320 existing privately owned portions of lead water services with new copper water services from the curb stop to the water meter, which is typically located on private property within residential dwellings.
- All supporting activities, including site work, restoration, maintenance and protection of traffic.
The work for Contract No. 2 includes but is not limited to:
- Replacement of 262 existing privately owned portions of lead water services with new copper water services from the curb stop to the water meter, which is typically located on private property within residential dwellings.
- All supporting activities, including site work, restoration, maintenance and protection of traffic.
The work for Contract No. 3 includes but is not limited to:
- Replacement of 126 existing privately owned portions of lead water services with new copper water services from the curb stop to the water meter, which is typically located on private property within residential dwellings.
- All supporting activities, including site work, restoration, maintenance and protection of traffic.

- If you choose to submit a bid online, you are required to attach a digital copy of your notarized bid bond within your submission. The original must still be sent to the City of Syracuse Division of Purchase prior to the bid opening. A hard copy of the bid bond (original required) must be received by 2:30 PM on the day of opening and can be mailed or hand delivered to our office.

Printed sets of plans and specifications may be obtained from the Director of the Office of Management & Budget, Division of Purchase upon deposit of a new check or money order in the amount of $100, payable to the Commissioner of Finance of the City of Syracuse. Checks transferred from other jobs will not be accepted.
To have bid documents mailed, Bidder must provide Fed Ex account number. Bidder’s account will be billed directly for the mailing.
Each bid must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum bid price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Information for Bidders.
