CITY OF SYRACUSE FORMER SYRACUSE DEVELOPMENTAL CENTER
SITE DEVELOPMENT 800 SOUTH WILBUR AVENUE
Sealed proposals will be received at Division of Purchase of the City of Syracuse, New York, 233 E. Washington Street, 213 City Hall, Syracuse, New York, on December 16, 2025 for the City of Syracuse Former Syracuse Developmental Center, Site Development until 2:30 p.m. On the same day and immediately thereafter, the sealed proposals will be opened and publicly read by the Director of the Office of Management & Budget, Division of Purchase of the City of Syracuse, New York.
This contract involves site development at the former developmental center, consisting of construction of sewer and water infrastructure and new streetscape construction in the Right of Way. The work is detailed in the contract documents and plans.

- If you choose to submit a bid online, you are required to attach a digital copy of your notarized bid bond within your submission. The original must still be sent to the City of Syracuse Division of Purchase prior to the bid opening. A hard copy of the bid bond (original required) can be mailed or hand delivered to our office. The original bid bond MUST be received by the Division of Purchase within 24 hours of the bid opening.

Printed sets of plans and specifications may be obtained from the Director of the Office of Management & Budget, Division of Purchase upon deposit of a new check or money order in the amount of $100.00, payable to the Commissioner of Finance of the City of Syracuse. Checks transferred from other jobs will not be accepted.
To have bid documents mailed, you must provide your Fed Ex account number. Your account will be billed directly for the mailing.
Each bid must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum bid price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Information for Bidders.
