Mayor Walsh Appoints Conor Muldoon to Chief Operating Officer

Syracuse Mayor Ben Walsh announced the appointment of Conor Muldoon to Chief Operating Officer for the City of Syracuse. In this role, Muldoon will be responsible for the oversight of the Department of Public Works, the Department of Water, the Department of Parks, Recreation and Youth Services, and the Department of Engineering. Muldoon becomes a member of the Mayor’s senior staff.

Muldoon previously served as Deputy Chief Innovation and Data Officer in the Office of Analytics, Performance and Innovation where he has led a multidisciplinary team to develop new and creative solutions to our city’s civic challenges and to champion an administration-wide effort in data-driven decision-making and performance management.

“Conor’s innovative work with operations departments has set the foundation for him to move into this leadership role, and I am confident that he is the right choice to take on this position,” said Mayor Walsh. “As Chief Operating Officer, he will continue to lead efforts to improve operational performance and deliver effective, efficient and equitable City services.”

In his new role, Muldoon will continue efforts that began as part of his role with API to expand the use of geographic information systems (GIS) and work order management systems citywide to provide front-line employees with the tools to document, analyze, and communicate their work in the field and increase intra-department coordination.

Muldoon spearheaded multiple projects that have transformed municipal operations and enhanced constituent services, including the development of the first-in-the-nation public snowplow map, the comprehensive overhaul of citywide sanitation and recycling operations, and the data-driven optimization of our sanitation, recycling, and snowplow routes.

Prior to joining the City of Syracuse, Muldoon was a Director at HR&A Advisors in New York City where he conducted market studies, economic impact analyses, and financial modeling for real estate development, economic development, and urban policy projects throughout the United States.

Muldoon received his bachelor's degree in history from the University of Chicago and his master’s degree in urban planning from New York University’s Wagner Graduate School of Public Service.
