Mayor Announces Call For Bids For Utility And Streetscape at SDC Site

Syracuse Mayor Ben Walsh announced the public bidding process for right-of-way enhancements of the former Syracuse Developmental Center (SDC) site is now open. The City of Syracuse is inviting qualified contractors for sewer, water, and streetscape construction to prepare for housing construction and mixed-use development. This marks the next phase of the SDC reconstruction project, following the demolition and site clearance completed September of 2025.
“The transformation of the former Syracuse Developmental Center is a once-in-a-generation opportunity to turn a long-vacant, blighted property into a thriving, mixed-use community,” said Mayor Walsh. “We are building a neighborhood that reflects the needs and hopes of our residents. I am proud of the progress we have made and grateful to our partners for helping us move this vision forward.”
The City of Syracuse acquired the 48-acre site at 800-02 South Wilbur Avenue in 2019 after years of tax delinquency and vacancy. The former 600,000-square-foot Syracuse Developmental Center property is being redeveloped in a multi-phase project featuring mixed-income housing, advanced manufacturing, green space, and retail. Phase I, launching in 2026, includes over 250 housing units and 7.5 acres of green space.
How to Bid
A pre-bid meeting is scheduled for Monday, November 24, 2025, at 1:00 p.m. in the iLab Conference Room – Room 215 City Hall. Bidders can submit proposals online at City of Syracuse Bid #26-192 at goto.syr.gov/bid-26192. Proposals will be received at the Division of Purchase of the City of Syracuse, City Hall Room 213, by 2:30 p.m. on Tuesday, December 16, 2025. Plans and specifications for the work covered under this contract may be obtained exclusively from the Director of the Office of Management & Budget, Division of Purchase. They are available for free online under City of Syracuse Bid #26-192 at goto.syr.gov/bid-26192, or by request upon submission of a check or money order in the amount of $100.00, made payable to the Commissioner of Finance, City of Syracuse.
Each bid must be accompanied by a certified check or bid bond in the amount of five percent (5%) of the total maximum bid price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the information for Bidders. To have bid documents mailed, you must provide your FedEx account number. Your account will be billed directly for the mailing.
