City DPW and Department of Engineering plan to reconstruct nearly 27 miles of city streets

Syracuse Mayor Ben Walsh announced this year’s road reconstruction plan offering a preview of the projects slated for the 2025 paving season. The road reconstruction projects will be completed by the City’s Department of Public Works (DPW) and Department of Engineering using local, state and federal funds.
The plan includes repaving nearly 27 miles of roads with projects in every quadrant of the city. The City also plans to seal and resurface approximately 26 miles of streets in areas without curbing.
“We’ve got a busy season of paving ahead across the City of Syracuse,” said Mayor Walsh. "As temperatures rise, we will begin the reconstruction efforts. With a strong commitment to keeping residents and local businesses informed throughout the process, I am confident that we will have another successful and productive season of reconstruction."
The Syracuse Metropolitan Transportation Council (SMTC) rates the city’s roads each year, with a rating of 10 being excellent condition and a rating of 1 being very poor condition. The SMTC data shows steady improvement in road conditions since 2018. Roads in excellent condition have risen by about 31% from 2024, with nearly one-third of the city's roads now classified as being in excellent condition.
"The City uses a data-driven approach with a range of metrics, such as Cityline requests, socioeconomic equity, and in-field physical observations to evaluate road conditions and prioritize repairs for the most critical roads each year. Collaborating with SMTC to assess our roads has given us a more precise understanding of the conditions across our street network," said Chief Operating Officer Conor Muldoon. "This insight allows us to better identify priorities and approach road reconstruction in a more efficient and equitable manner."
The Syracuse Common Council approved funding for road reconstruction at its regular meeting March 3.
The City’s Engineering Department also plans work on three major projects this season on the following roads:
  • Midland Avenue from West Ostrander Avenue to West Seneca Turnpike.
  • East Brighton Avenue from Thurber Street to Ainsley Drive and from Brighton Towers entrance to the Cityline.
  • East Colvin Street from Comstock Avenue to the Cityline.
The Department of Public Works planned road reconstruction projects —which include milling (the removal of existing pavement), repaving, and, when necessary, the replacement of curbs— can be found at syr.gov/2025-Road-Recon. Actual project completion will be contingent upon availability of materials, equipment, staffing, and weather conditions.
