What is Payroll Compliance?
Certified Payroll compliance involves adhering to regulations regarding wage rates, reporting, and documentation for vendors engaged in City Public Works contracts subject to NYS prevailing wage. This process promotes transparency, fair wages, and fosters trust between the City of Syracuse and its vendors.
Key Compliance Requirements for Vendors

Timely Reporting: Vendors must submit certified payroll reports and documentation within 30 days of payroll week end, to verify compliance with prevailing wage rates.

Certified Payroll: Submission of certified payrolls is required to confirm that employees are accurately compensated.

Workforce Participation Goals: Vendors are responsible for reporting on workforce diversity to meet the City of Syracuse’s Minority and Women Participation goals.

Prevailing Wage Compliance: All vendors must comply with applicable NYS prevailing wage schedules.
LCP Tracker (Previous System)
The City of Syracuse has utilized LCP Tracker (Labor Compliance Program) for Certified payrolls with a week end prior to December 31, 2025, as our tool for Prime Contractors and subcontractors to manage certified payroll and ensuring compliance.

As of December 31, 2025, Certified Payroll Reports must now be submitted through the NYS Department of Labor electronic portal:

To register a project:
- Create an account or log in with your NY.gov account.
- Enter payroll details for each worker.
- Upload required documents.
- Certify and submit the report.
