Chief of Police

Chief of Police, Joseph L. Cecile is the Chief Executive Officer of the Syracuse Police Department and is the final authority in all matters of Department policy, operations and discipline. The Chief of Police is accountable to the Mayor and Common Council of the City of Syracuse.

  • Ensures that the Department's Mission is executed efficiently and effectively.
  • Creates a vision of the desired future state of the Department.
  • Develops strategic goals and objectives.
  • Empowers and leads subordinates.
  • Plans, organizes, directs, staffs, coordinates, and controls all Departmental functions.
  • Reports to the Mayor and the Common Council.

 


1st Deputy Chief of Police

Richard Shoff

  • Ensures that the Department's Mission is executed efficiently and effectively.
  • Empowers and leads subordinates
  • Plans, organizes, directs, staffs, coordinates, and supports Departmental functions where needed.
  • Coordinates the Nuisance Abatement Section
  • Liaison to the Syracuse Common Council
  • Oversight of American Rescue Plan Act (ARPA) Funds
  • Acquisition and oversight of public safety technology to include Body Worn Cameras, COPS Cameras, Drones, Shotspotter, Tasers, Virtual Reality (VR) Training
  • Reports to the Chief of Police

 

Audit Budget & Control Division

  • Prepares and manages the Department's budget.
  • Oversees and maintains records concerning the requisitioning of agency property and expenditures. 
  • Administers employee status, medical services, payroll and program information. 
  • Conduct cost analysis. 
  • Maintains overtime information and records.

Chief Accountability Officer

Jawwaad Rasheed is the first ever Chief Accountability Officer for the Syracuse Police Department.

Rasheed will lead the ongoing implementation of police reform initiatives, as well as the Syracuse Police Reform and Reinvention Plan resulting from a state Executive Order. 

Rasheed will assess SPD’s accountability to required policy and procedure. He will also assist in future benchmarks, policies and procedures to ensure the department continues to progress in a transparent and accountable manner.

Office of Professional Standards

  • Facilitates the process of receiving internal and external complaints alleging employee misconduct.
  • Investigates complaints against members of the Department.
  • Maintains documentation of complaints.
  • Prepares charges (criminal, civil, and Departmental) when appropriate.
  • Assists in the representation of the Department in arbitration.
